Missing GPMC in Vista?

If you are looking for the Group policy management console on your windows vista service pack 1 computer, you might realize that it has silently been removed. Install RSAT (Remote Server Administration Tools) and then enable the Windows Features for Group Policy Management from add/remove windows features.
